The Corporation for Ohio Appalachian Development (COAD) is a private, non-profit community-based organization serving rural, mostly Appalachian, counties in eastern and southern Ohio. COAD is comprised of seventeen Community Action Agencies that serve a 30 county area. COAD has three major program divisions: Community Development, Early Care and Education and Senior Programs. COAD also offers scholarship assistance.

Community Development Division provides services to low- and moderate-income Appalachian Ohio residents and service providers in order to help make housing and communities better and more sustainable places in which to live and work. COAD’s Community Development Division offers technical and training services, energy services and housing and community services. Senior Programs Division provides volunteer opportunities for individuals age 55 and older to find meaningful community service opportunities as mentors and tutors to disadvantaged children and youth, and to other senior citizens who need supportive service to remain in their own homes. The David V. Stivison Appalachian Community Action Scholarship Fund was created in memory of the former COAD employee as a tribute to his pursuit of academic excellence and his commitment to help others achieve their fullest potential. The scholarship provides financial assistance to students who are residents of the 30 counties in the Corporation for Ohio Appalachian Development service area and want to attend college but lack the required resources.
